Transnational Education Policy

Section 1 - Purpose

(1) QUT is responsible for ensuring that courses and non-award study it delivers, fully or partly, meet the requirements of relevant legislative and regulatory requirements. This Policy sets out the requirements of transnational education offered by QUT.

Section 2 - Application

(2) This Policy applies to all QUT transnational education activities, as defined by this policy, including those offered through educational partnerships.

(3) This Policy does not apply to international articulation agreements that do not involve transnational teaching by QUT or an educational partner or student exchange programs (Student Exchange Program Policy).

Section 3 - Roles and Responsibilities

Endorses the contract renewal of transnational award courses.

Approves offering of all transnational non-award study.
Approves delivering transnational education in language other than English.
Provides advice to University Academic Board and the Vice-Chancellor and President on transnational education.
Approves the transnational education protocols made under this Policy.
Deputy Vice-Chancellor International and Vice-President Business Development
Approves international cooperation agreements and contracts for transnational education.
Monitors risk and compliance in relation to foreign interference, foreign influence and foreign arrangements.
Provides early advice on proposals to develop or offer transnational education.
Executive Deans of Faculty
Endorse proposals to offer transnational education based upon business case.
Oversee financial and risk arrangements of transnational education in their faculty and reports annually to the Deputy Vice-Chancellor and Vice-President (Academic) on financial viability and risk in their faculty.
Faculty Academic Board
Approves academic quality of transnational non-award study.
Approves advanced standing of any transnational non-award study into an award course.
Associate Dean (Learning and Teaching)
Monitors course quality and teaching quality of transnational education.
Legal Services
Facilitates contract negotiation, monitoring and evaluation of contract deliverables and routine reviews of contracted transnational award courses and non-award study prior to contract renewal.
Facilitates tender processes for transnational education.

Section 4 - Transnational Education at QUT

(4) QUT will offer transnational education that:

  1. supports QUT’s strategic priorities and enhances the QUT brand;
  2. delivers a high-quality student experience;
  3. is based upon appropriate and sustainable partnerships, financial viability, and managed business risk.

Section 5 - Academic and Governance Standards

(5) QUT policies, protocols and procedures apply to transnational education to ensure due diligence, risk management, monitoring of performance and assurance of quality.

(6) Any exceptions to policy required to assure the student experience must be approved by the relevant officer or committee, comply with the University’s regulatory obligations and be supported with a clear academic rationale.

(7) As transnational education is assessed as a high risk activity, additional approvals are required.

(8) Transnational education must comply with all relevant Australian and international regulatory requirements. All transnational education is subject to the regulatory frameworks of the host country, and these should be specified in relevant accreditation/approval documentation.

Section 6 - Management of Transnational Education

(10) Transnational education is managed by the sponsoring faculty/faculties.  Executive Deans are responsible for the oversight of financial and risk arrangements, including the development of business and risk management plans, price setting, annual monitoring of expenditure against income, and undertaking annual reviews of financial viability and risk.

(11) The Deputy Vice-Chancellor and Vice-President (Academic) monitors the viability and risk profile of QUT’s transnational education as part of annual planning and review.

(12) The Deputy Vice-Chancellor International and Vice-President Business Development provides advice to faculties and the Deputy Vice-Chancellor and Vice-President (Academic) on the strategic priorities and appropriate and sustainable partnerships for the delivery of transnational education.

(13) An educational partnership involving transnational education is reviewed on a regular cycle to assure that the partnership is operating within the contract and that the key performance indicators of the contract remain relevant and are providing benefit to the University and its educational partner.

Section 8 - Definitions

Term Definition
Articulation Agreement Means a formal pathway to study at QUT where students will complete the first component of studies at a partner institution, which may be international, then articulate to specified QUT course with pre-determined advanced standing.
Award Course Is defined in the Award Courses Policy.
Educational partnership Is defined in Educational Partnerships Policy.
Transnational Education (TNE)
Means an award course or non-award study offered by QUT, including through educational partnerships, to learners who are located outside of Australia. The TNE may be delivered in-country face-to-face, online or a combination of both.
Non -award Study Is defined in the Non-award Study Policy.
